Government revenue is a necessary condition for fiscal redistribution. For nearly all nations, therefore, tax capacity is strongly related to redistributive outcomes. However, recent research suggests that the development of tax capacity is endogenous to elites’ concerns about inequality and redistribution. We highlight the role of economic geography as a crucial determinant of fiscal capacity today through two channels: it mediates the degree of elite heterogeneity and the type of political competition that emerges as a result of industrialization, and it conditions distributive conflicts over revenue collection through the scope of cross-regional income differences in the long run. To empirically assess this argument, we perform an instrumental variables analysis on the long run determinants of tax capacity, regional inequality, and political representation. Second, using a difference-in-differences approach, we examine an exogenous change to regional income disparities on tax capacity with the commodities shock of 2007-2008. Third, we analyze the effects of tax reforms on tax revenue collection in Latin American countries.
